Rachel believes Frank is being set up by Melbourne crime figure Charlie Hayes to discredit him as a witness in Gary Travis' upcoming trial (from ep. 45 and 46). The boat crew deal with a pair of jet skiers whose antics are threatening endangered penguin species.
