Patterson refuse de s'engager de quelque côté que ce soit, puis reçoit son fils, lui même avocat, John, de retour d'Allemagne, où il eut affaire aux criminels de guerre nazis. John découvre que la démocratie peut être gangrenée de l'intérieur par la corruption et prend fait et cause pour le comité des citoyens. Il s'insurge, mais les rares citoyens honnêtes le payeront très cher. Il devra faire appel à l'armée et à la loi martiale...".
